How a pool's real block finding compares to expected.
Luck compares the work a pool actually spent finding a block against the work it should have taken on average. Under one hundred percent means the block came faster than expected, above means slower.
It is variance, not skill, and it averages out over many blocks. Effort is the same measurement seen from inside the current round, before a block has been found.
