On-chain means recorded on the blockchain itself: transactions, balances and contract state that anyone can verify independently. Its opposite, off-chain, covers everything that happens outside the ledger.
This pool's payouts are on-chain by design: every payment has a transaction hash you can check on the block explorer without trusting the pool's word.
